This position performs advanced program administrator work and is responsible for the supervision of specialized direct delivery and support p! ositions that perform region wide activities. The position supervises positions in Region 9- Family Group Decision Making Specialists, Education Specialists, Disability Specialists, Nurse, Youth Specialist. This position directs and manages Region 9 CPS Operations Support Program activities and staff development in the areas of Foster Care and Adoption Eligibility, Day Care coordination, Accounting, Social Security Income coordination, Permanency Care Assistance Negotiator, and On the Job Training Supervisors. This position oversees the Title IV-E stipend student/intern program, serving as the liaison with the Universities, CPS staff, and State office. Reports to the CPS regional director and works under minimal direction with latitude of the use of initiative and independent judgment. The position interacts routinely with Texas Department of Family and Protective Services Staff including regional and state office staff, HHSC staff, and representatives from various organiza! tions, boards, community members and public officials.

Essential Job Functions:
- Directs and monitors service delivery in several program areas to ensure effective and efficient program operations.
- Communicate and coordinate CPS activities with a variety of community groups, professionals, and elected officials.
- Interprets and explains program policies to program staff, other DFPS staff, and the public.
- Consults, advises, and collaborates with community organizations, public leaders, the general public, and other agency staff.
- Selects, manages and develops staff through review of performance data, conferences, training, and performa! nce appraisal.
- Plans, develops and provides feedback to staff regarding productivity as it relates to program support functions.
- Collects and analyzes statistical data and prepares management reports.
- Performs other duties as assigned and required to maintain unit operations.
- Promotes, monitors, and ensure that respect is demonstrated for cultural diversity.
- Attends work regularly in accordance with agency leave policy.
- Knowledge of agency programs, policies and procedures.
- Knowledge of relevant laws, statues, and regulations.
- Knowledge of pertinent techniques of management and staff development.

Initial Selection Criteria:
- Graduation from high school or equivalent.
- Graduation from an accredited four-year college or university.
- Five years full-time consultative, supervisory, managerial, social service, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or FPS experience.
- One additional year full-time consultative, supervisory, managerial,! social service, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or FPS experience may be substituted on a year-for-year basis for the required education, with a maximum substitution of four years.
- Graduate degree may be substituted for the required experience, with a maximum substitution of two years.
Position can be housed in either Big Spring, Midland, Odessa or San Angelo.
