Nurse V - Regional Nurse Manager

The TJJD contracts with the University of Texas Medical Branch Correctional Managed Care (UTMB/CMC) to provide medical, dental, psychiatry, pharmacy, and nursing services for youth in TJJ! D operated facilities. Most health care services are provided onsite at the TJJD operated facilities, and specialty health care services or hospital care is generally provided through programs or facilities in the local community or UTMB facility in Galveston if necessary. Under the direction of the TJJD medical director, the Medical Services Division provides administrative, clinical and financial oversight for UTMB driven health care services as well as oversight for quality of health care delivery at contract care facilities.

This position performs highly advanced and/or supervisory (senior-level) nursing work that involves collaborating with the medical services oversight team in planning, developing, implementing, coordinating, evaluating, and monitoring health care programs and activities. Duties involve developing guidelines, policies, and procedures and providing technical assistance, consultation, and training to agency and contract staff to facilitate com! pliance with standards; establishing goals and business plan o! bjectives; developing schedules, priorities, and standards for achieving established goals and objectives; conducting on-site operational reviews; developing administrative reports, and investigating and responding to youth appeals and alleged mistreatments relating to health care. Serves as agencyÂ's medical services liaison to contract medical staff, facility administrators, and to other TJJD staff and external agencies. Responsible for developing collaborative professional partnerships.

Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. May be required to work overtime and extensive travel may be required.

REQUIREMENTS:
MasterÂ's degree with major course work in nursing, public health administration, or related field. Must be licensed as a Registered Nurse (RN) in the State of Texas. Five years of full-time wage earning experience in the health care field. Three years of the required e! xperience must involve health care administration, program development, project planning, program compliance monitoring, quality assurance, utilization review, or similar experience.

OR

BachelorÂ's degree with major course work in nursing, public health administration, or related field. Must be licensed as a Registered Nurse (RN) in the State of Texas. Seven years of full-time wage earning experience in the health care field. Three years of the required experience must involve health care administration, program development, project planning, program compliance monitoring, quality assurance, utilization review, or similar experience. Completed course hours of graduate study may be substituted for up to two years of experience on a basis of 12 graduate course hours for one year of experience. The graduate study may not substitute for the three years of higher-level experience.

Preferred:
Correctional health care experience.

N! ote: Any degree(s) or semester hours required to meet minimum quali! fications must be obtained from an accredited educational institution.

KNOWLEDGE, SKILLS AND ABILITIES:
1. Knowledge of local, state, and federal laws and regulations relevant to juvenile correctional health care and of the principles and practices of public health administration and management.

2. Skill in using an electronic medical record to review and collect available information regarding individual youth and youth populations.

3. Skill in nursing techniques and procedures.

4. Skill in program development and project planning, quality improvement monitoring, program evaluation, and follow up.

5. Skill in infection control practices and surveillance.

6. Skill in presenting technical information at trainings and meetings.

7. Skill in interpreting and applying rules, regulations, policies, and procedures.

8. Skill in using logic and reasoning to identify the strengths and weaknesses of alt! ernative solutions, conclusions, or approaches to problems.

9. Skill in investigating and responding to complaints, appeals, and alleged mistreatments related to health care.

10. Ability to monitor facilities in accordance with the American Correctional Association performance-based standards and expected practices for juveniles.

11. Ability to establish goals and objectives and devise solutions to administrative problems.

12. Ability to communicate effectively and explain policies and procedures to staff and the public.

13. Ability to maintain strict confidentiality of health care records and information.

14. Ability to provide leadership, training, and clinical evaluations and assessments.

15. Ability to prioritize and manage multiple tasks; plan, organize, and coordinate work assignments; and meet deadlines.

16. Ability to work collaboratively with all stakeholders and maintain a professional, courte! ous demeanor.

17. Ability to process information logically, ma! ke decisions, and demonstrate the soundness of those decisions.
